Construction Management at Risk Firms

The City of Troy, Ohio requests that Construction Management at Risk (CMR) Firms submit a Statement of Qualifications for consideration. Firms interested in providing Construction Management at Risk services for the Water Treatment Plant Valve Replacement Project must have completed and submitted three hard copies and one thumb drive of the Statement of Qualifications. A copy of the Request for Qualifications (RFQ) is available through Jones & Henry Engineers, Ltd. by making a request via e-mail to For security reasons, you must enable JavaScript to view this E-mail address. . Copies of the RFQ will be distributed electronically in PDF format. Sealed packages for this request must be clearly marked with the project name "Troy WTP – Valve Replacement Project Construction Manager at Risk" on all inner and outer envelopes and/or shipping containers and must be addressed and delivered to The City of Troy, Ohio, 100 S. Market Street; Troy, Ohio, 45373-7303 to the attention of Gary J. Evans II, WTP Superintendent, by September 29 @ 1:00 p.m., Troy Time. Outside of envelopes and packaging not properly marked may result in submittal not being received before deadline and could result in submittal being disqualified. Submittals not complete may result in submittal being disqualified.

The project includes the following: removal of a buried 48-inch butterfly valve (approximately 30-feet in depth) and installation of a new 48-inch valve and replacement of four (4) existing 48-inch butterfly valves inside an existing buried valve vault chamber. A soils and groundwater investigation will be required as a dewatering plan and deep shaft excavation are anticipated for the removal of the existing 48-inch valve.

The CMR firm will be asked to provide pre-construction phase services, construction phase services, and post construction phase services. It is anticipated the selected CMR shall be allowed to self-perform work, if specified procedures are followed.

Selection of the CMR will be a two-step process, starting with the submission of qualifications. The City shall select the most qualified firms, and those firms shall be asked to submit proposals. The firms submitting proposals may be requested to participate in an interview.

The City of Troy reserves the right to waive any submittal or submittal process irregularities which the City determines in its sole discretion to be in its favor, to reject any or all submittals for any reason determined to be appropriate in the sole discretion of the City, and to shortlist any firm meeting the City's needs as determined by the City at the City's sole discretion.
