The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 334519, Other Measuring and Controlling Device Manufacturing, and the size standard as defined by the U.S. Small Business Administration is 500 employees.

The Air Force Institute of Technology (AFIT) is seeking to upgrade their current Cloud Droplet and Ice Crystal Nucleation System (CINCS) 100 model and 2 of their Liquid Spot Samplers (LSS) to the corresponding 200 models. These are used by AFIT to conduct research of nanometer-sized and larger aerosols, including bio-aerosol that have been associated with cloud droplet and ice crystal nucleation.

These pieces of equipment utilize laminar-flow condensation growth technology for the purposes of collecting aerosol particle samples for physical, biological, and chemical analysis. This technology is intellectual property of Aerosol Dynamics Inc., located in Berkely, CA, who have granted exclusive, worldwide rights for use to Aerosol Devices Inc., which is the company that is the sole producer and distributor of the CINCS and LSS. Without utilizing ADI’s equipment, AFIT researchers would be unable to continue their research in this field.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 31 Jan 23 will be considered by the Government. This notice is not a request for competitive proposals/quotes.
