NASA Glenn Research Center/ GRC has a requirement for two (2) 250,000W DC power supplies. The NASA Electric Aircraft Testbed (NEAT) is currently using Magna-Power power supplies to power the testbed, and NASA is expanding its power capability to test high power components required for hybrid-electric flight. This procurement is for 2 (two) power supplies, which will enhance the existing capabilities between the D-SITE and NEAT facility. D-SITE is a sub-megawatt electrical powertrain test facility at the Armstrong Test Facility that is supporting electrified aircraft propulsion technology development. It is important to keep the same kind of power supplies so that they can be used with the existing power supplies and keep the stability between the power supplies. See attachment for the specifications for the DC power supplies.
NASA/GRC intends to issue a sole source contract to acquire the items from Magna-Power Electronics, Inc. of Flemington, NJ under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Carrie Fisk, Contract Specialist at carrie.a.fisk@nasa.gov not later than 5:00 pm ET on September 15th, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
