Description

This requirement is for NSN 6140-01-659-6604. This NSN has an estimated annual demand of 1,604 EA.



This acquisition is for a Fixed Price with Economic Price Adjustment, Indefinite Quantity Contract (IQC). FAR Part 12 – Commercial Procedures. The proposed procurement contains a one-year (1-year) base period plus four (4) option years. The total contract period shall not exceed five (5) years. Award will be made on an ALL OR NONE BASIS per NSN for items supplied covered under this contract.

The transportation of Lithium-ion (and any other rechargeable lithium



chemistries) packs with up to 8 grams of equivalent lithium content, as



described in this document, is not regulated by the U.S. Department of



Transportation or the major international regulatory bodies. Equivalent



lithium content for lithium ion and lithium polymer cells and batteries



in grams on a per cell basis is calculated as 0.3 times the rated



capacity in ampere-hours. The equivalent lithium content for a battery



or battery pack is the rated capacity in ampere-hours for a single cell



multiplied by 0.3 and then multiplied by the number of cells in the



battery.





Transportation: SDS shall be followed.





Land Transport (ADR/RID) # The product fulfills the requirements of



Special Provision 188 of ADR/RID and is therefore, keeping within the



prescribed quantity limits, excepted from the application of the



Dangerous Goods regulations.



Sea Transport (IMDG) - The product fulfills the requirements of Special



Provision 188 of IMDG-Code and is therefore, keeping within the



prescribed quantity limits, excepted from the application of the



Dangerous Goods regulations.



Military Air Transport- AIR FORCE JOINT MANUAL (AFJMAN) 24-204 and is



therefore, keeping within the prescribed quantity limits, excepted from



the application of the Dangerous Goods regulations.



Air Transport (IATA) - The product fulfills the requirements of Special



Provision A45 of IATA-DGR and is therefore, keeping within the



prescribed quantity limits, excepted from the application of the



Dangerous Goods regulations.

If battery meets non-spillable criteria listed in 49 CFR § 173.159(f)



and 173.159a(d)(1).



Non-spillable batteries are excepted from 49 CFR Subchapter C



requirements, provided that the following criteria are met:



1. The batteries must be securely packed in strong outer packaging and



meet the requirements of 49 CFR § 173.159a.



2. The batteries' terminals must be protected against short circuit.



3. Each battery and their outer packaging must be plainly and durably



marked ""NON-SPILLABLE"" or ""NON-SPILLABLE BATTERY"".



The exception from 49 CFR, Subchapter C means shipping papers need not



show proper shipping name, hazard class, UN number, and packing group



and hazardous labels are not required when transporting a non-spillable



battery."





Any battery weighing over 75 pounds shall have Die cut holes on both



ends of boxes to grasp batt. handles.

Hazard Communication Standard Notice:





Effective June 1, 2015, Federal Standard No. 313-E, Material Safety



Data, Transportation Data and Disposal Data for Hazardous Materials



Furnished to Government Activities, establishes the requirement for



preparation and submission of Safety Data Sheets (SDS) in lieu of



Material Safety Data Sheets (MSDS) by suppliers who provide hazardous



materials to government activities.





The Occupational Safety and Health Administration (OSHA) has modified



its Hazard Communication Standard (HCS) to conform to the United Nations



Globally Harmonized System of Classification and Labeling of Chemicals.



As a result of this change, GSA revised Federal Standard No. 313-E



requiring Safety Data Sheets for classifying chemicals and communicating



the applicable information on labels.





In accordance with the revised standard after June 1, 2015:





1. Suppliers will be required to submit, to the contracting officer for



review and approval prior to award, safety data sheets consistent with



the requirements found at 29 C.F.R. 1910.1200 for hazardous materials



delivered to the Government.





2. Suppliers will also be required to submit, to the contracting officer



for review and approval prior to award, Hazardous Communication Standard



(HCS) labels in accordance with 29 C.F.R. 1910.1200 requirements or



current Consumer Product Safety Act (CPSA), Federal Hazardous Substance



Act (FHSA) labels when subject to labeling requirements under those



statutes. This product labeling is required for hazardous materials



delivered to the Government.





3. Finally, suppliers must train their employees on the new safety data



sheets, hazardous communication labels, and requirements of 29 C.F.R.



1910.1200.
