The Chillicothe VA Medical Center is seeking concerns capable of Improving the Water System to Reduce Rick of Legionella Contamination and Patient Injury. The improvements include:
Dead-leg and unused fixture removal
Installation of thermostatic mixing valves at point-of-use for scald protection
Re-balancing of existing hot water recirculation loops and addition of new recirculation loops
Installation of ultraviolet treatment equipment
Installation of water monitoring equipment
Installation of a fiber optic backbone for the Building Automation System (BAS)
Relocation of the site domestic water storage tank valving and upgrade to tank instrumentation
Specifically, the Chillicothe VA Medical Center is attempting to learn if:
There is interest in the marketplace for this complex procurement to justify a small business set-aside.
There is a competitive environment among small businesses of all types, to justify a set-aside and ensure fair and reasonable pricing.
There are enough small businesses in the marketplace with the ability and willingness to compete for a project that would be technically complex.
There are enough small businesses in the marketplace with sufficient financial and bonding capacity to successfully execute a contract for this type of procurement, in accordance with FAR 52.228-1 Bid Guarantee
The VA s goal is to get fair and reasonable pricing. Therefore, we are soliciting small businesses, of all types, to determine the appropriate set-aside (if any) necessary to fulfill the VA s needs. To assist the VA in making an accurate determination, we must know your firm s interest.
In order to be eligible, interested parties must be registered in the System for Award Management (SAM) data base at https://sam.gov. For firms claiming SDVOSB or VOSB classification status, they must also be registered and certified through the U.S. Small Business Administration Veteran Small Business Certification (VetCert) database, located at: https://veterans.certify.sba.gov/
The North American Industry Classification (NAICS) code for this potential acquisition is 236220 Commercial and Institutional Building Construction, which currently has a small business size standard of $45 million.
Interested parties responding to this Sources Sought Notice shall submit as much of the following information as possible:

The response date to this Sources Sought notice is March 22, 2024, at 2:00 pm Eastern Time.
