Can you provide the current value of the contract associated with 36C25023Q0214 Cleveland VA Med Center?

Current Contract Value: $4,980,432.19

Is the published contract value amount for one year??
No, The current POP is 1 12-Month Base and 1 12-month option year.
However, the RFP is asking for the services to be priced out based on pounds of linen processed. Our organization deals in item per each pricing. The service levels and structure of the per pound relationship is somewhat antiquated.
The current methodology is working for our needs, We don t have the staff to count all of the linens that come into the facility and that leave the facility. Due to the immediacy of the Period of Performance start date the Government prefers to continue the per/pound price methodology that was initialized in the RFP. The Government will investigate alternative methods through market research and Request for Information sessions during the next acquisition phase in roughly 1-1.5 years.

Can exception be implemented for a standard (3) year initial term vs. the Base (1) year with (1) year options? No, Please see amendment 4

Current Contract Value: $4,980,432.19, please provide a complete explanation to the following requirement on page #63 of PWS
(X) Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-73 or VOSBs as set forth in 852.219-74. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.
This requirement is a set-aside requirement and over the SAT threshold Therefore, Limitations on Subcontracting applies to this requirement. Please see the FAR, VAAR, and Code of Federal Regulations (CFR) clauses in the solicitation for more guidance. Or you can reach out to your local Small Business Administration office for more details.
