The United States Air Force, AFLCMC/PZIBA, Wright-Patterson AFB, Ohio 45433-5344 publishes this notice of intent to award a sole source contract for informational purposes only. AFIT/ENY is seeking advanced software radio peripherals to support the reception and collection of radio frequency signals from National Instruments Corp. (NI). This equipment will be used in the collection of radio frequency signals across wide frequencies and will integrate with existing equipment already used by the Air Force Institute of Technology. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106(b)(2).



The proposed procurement will be a Sole Source under North American Industry Classification Systems (NAICS) Code 517410 Satellite Telecommunications. Size Standard is $44 Million.





The proposed source is NI Corp. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by 3:00 pm Eastern Standard Time, 11 March 2024.





In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: This procurement will be awarded on a sole source basis to NI Corp. The Government requires advanced software radio peripherals for use in collection and studying or radio frequencies across a wide frequency range. These components need to seamlessly integrate with existing NI equipment and software already in use. NI is the only business capable of supplying the hardware for this system that works with existing hardware and the associated software drivers. This acquisition will not be a small business set aside since two or more small businesses cannot provide this requirement.
