This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
This solicitation (36C25023Q0840) is issued as a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04, 06/02/2023.

This is a Brand Name or Equal solicitation. Brand Name or Equal Purchase Descriptions Salient physical, functional, or performance characteristics of the brand name item that an equal item must meet to be acceptable for award. Award shall be made to the quoter whose quotation is the lowest priced and technically acceptable (meets Brand Name or Equal requirements). The government will evaluate information based on the following evaluation criteria: VAAR 819.7005 VA service-disabled Veteran-owned small business set-aside procedures.
All quoters shall submit the following: one electronic copy via email to Jeremy.nee@va.gov
Ensure all FAR and VAAR fill-ins that are required in the solicitation, especially VAAR 852.219-76, are completed or the offer may be deemed unresponsive.
This is an open-market combined synopsis/solicitation for products as defined herein.  The government intends to award purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."

"The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:"
Quoter shall list exception(s) and rationale for the exception(s).
Submission of your response shall be received not later than 11:59pm, ET, 27 Jul 2023 to Network Contracting Office (NCO) 10, 3140 Governor s Place Blvd., Suite 210, Kettering, Ohio 45409.
Quotes are to be emailed to Jeremy Nee at Jeremy.nee@va.gov . Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
