Description



NASA Armstrong Flight Research Center (AFRC) has a requirement for the upgrade of the legacy systems of the existing DC-8 flight simulator to the maximum extent practical to increase reliability and sustainability.





NASA AFRC intends to issue a sole source contract to acquire the upgrade for the DC-8 simulator from Airborne Training Systems (ATS) who currently owns and operates the only Federal Aviation Administration Class B certified training simulator in the United States eliminating the option of obtaining training support from another vendor. This contract is made pursuant to FAR 6.302-1(a)(2)(iii) which implements the authority of 10 U.S.C 2304(c)(1), only one responsible source. It has been determined that this requirement is available only from the original source for the continued provision of highly specialized services.





The Government intends to acquire a commercial item using FAR Part 12.





Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Tanjanica Jackson, tanjanica.s.jackson@nasa.gov, and Jenny Staggs, jenny.y.staggs@nasa.gov, not later than 1:00PM PST on January 24 , 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
