Description

Synopsis



This is a Sole Source Synopsis published for informational purposes only. This proposed action is for the purchase, installation, service, warranty, training, and commissioning of a Short-Wave polarimetric Imaging System to be implemented at the Air Force Institute of Technology. (AFIT) The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106 -1(b)(1), “Contracting officers may solicit from only one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available”. The contracting officer has determined that only one source is reasonably available: Hyspex INC.



This proposed procurement will be Sole Source under North American Industry Classification Code (NAICS) 334516 Analytical Laboratory Instrument Manufacturing. Business size standard for NAICS 811210 is 1,000 Employees. PSC/FSC code: 6650: Optical Instruments, Test Equipment, Components and Accessories



The proposed source is Hyspex Inc.,65 Plain ST. Clinton, Massachusetts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.



In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: Hyspex Inc. is the company that owns proprietary data of the existing Hyperspectral equipment at AFIT. The requirement must be the same company as the primary equipment as other third-party instruments may deliver inaccurate results due to compatibility issues and will void the warranty on the primary product. Please see Attachment 2, Sole Source Justification, for more complete details.

Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination.
