This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is conducted as a commercial item procurement using simplified acquisition procedures, FAR Part 13. An award, if any, will be made to the responsible offeror(s) who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of “Acceptable” on the Technical factor; and (3) that submits the proposal with the lowest total evaluated price (TEP) (and next lowest TEP(s) if more than one contract is awarded), provided that the TEP(s) is/are not unbalanced and is/are fair and reasonable.



Proposal evaluation does not permit tradeoffs between price and non-price factors. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.

Solicitation Closing Date: This solicitation constitutes a Request for Proposals. Proposals must be received not later than 1:00 PM, EDT, on 24 March 2023.

Proposals must contain the subject line “Synopsitation FA8601-23-R-0011, Remove, Repair/Overhaul. Set, Test and Reinstall Safety Valves” The entire proposal must be contained in a single e-mail that does not exceed 5 megabytes including attachments, if any. E- mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments with email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent. The email filter may delete any other form of attachments.

A revised PWS has been added to the attachments. The revision clarifies that one of the valves listed in Appendix B is a spare.



When filling out the Bid Schedule, the Unit Price shall be input as $1.00 for CLINs 0006, 1006, 2006 this reflects the $35,000.00 that is alocated for those CLINs.

A detailed description of the requirement, specific instructions for submission of proposals, and how proposals will be evaluated are provided below. The draft contract, including applicable provisions and clauses, representations and certifications and other terms and conditions is an integral part of this synopsitation and is attached. Upon award, the Additional Instructions to Offerors, Evaluation Factors, provisions, and representations and certifications in the synopsitation will be removed from the award document. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05.



A site visit has been scheduled for 14 March 2023 at 9:00am. Prospective offers will meet at the Hope Hotel parking lot located at 10823 Chidlaw Rd. Dayton, OH 45433. Hope Hotel is accessible from the gate 12A entrance. The site visit is limited to two personnel per interested offeror. Each individual needs to have a driver’s license physically with them on the day of the site visit. Please provide the names, contact information, and driver’s license numbers of the individuals who will be in attendance to micah.underwood@us.af.mil no later than 5:00pm on 9 March 2023.
