This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W50S8R-23-R-0020 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. This solicitation is set-aside 100 percent for Small Business. The NAICS code that applies is 333415 and business size is 1,250 employees. This action will result in a FFP purchase order, utilizing simplified acquisition procedures under Full and Open competition after Exclusion of Sources.

The 179th Airlift Wing has a requirement for the removal of an existing walk-in cooler/freezer. Additionally, the contractor shall provide and install the below item:

ITEM: Quantity one (1) Walk-In Cooler and Freezer. Contractor shall provide all labor and material to provide and install a turn-key system, including all support components and a standard commercial warranty, meeting the following salient characteristics:

1. MAX allowed for Electric is: 208 Single Phase with (1) 15 AMP and (1) 40 AMP


2. Interior Dimensions: No Less than 11’ x 10’ 10” for the Refer and 11’ x 10’ 10” for the Freezer with a Height of at least 7’ 10”


3. Outside Dimensions: No MORE than 23’ x 11’ 7”


4. Temp Range: Refer (23 – 40 Degrees Fahrenheit) and Freezer (0 – 20 Degrees Fahrenheit)


5. Needs to be against building where current doorway is located


6. Exterior color shall be brown, tan, or silver


7. Reefer will be first doorway with a 2nd doorway leading into freezer

Removal: Contractor shall remove existing walk in freezer from its current location. Government will dispose of current unit to DLADS Columbus. If this is still serviceable when removed, freon does not need to be reclaimed. If the item becomes unserviceable after moving, the freon will need to be reclaimed and a cert will need filled out by contractor via LRS.

1. Current unit is 23'-0" x 11'-6" x 8'-6.25"

Site Visit: A site visit has been scheduled for 27 July 2023 at 1:00 PM EST.

Due to security conditions, all offerors SHALL register to attend this conference and site visit. Email the following information for all attendees to Jeffrey Snyder, at the following address: jeffrey.snyder.20@us.af.mil

This information shall be provided in advance, at least 1 business day prior to the site visit, in order to ensure access to the military base.

Visitors shall arrive no sooner than 30 minutes/no later than 15 minutes prior to start of site visit. Note that failure to arrive at front gate prior to 12:45 P.M. may be grounds for exclusion from site visit, as there will a one-time escort for all attendees (i.e. escort will not return to front gate for those who arrive late).

CLIN 0001 – Provide and Install Walk-In Cooler

Delivery/installation - 1947 Harrington Memorial Drive, Mansfield, Ohio 44903 utilizing FOB Destination.

Evaluations factors will be Best Value determination by evaluation of Responsiveness, Technical, and Price as set out in Attachment 1: Provisions and Clauses under Addendum to 52.212-2.
