COMBINED SYNOPSIS/SOLICITATION





This is a combined synopsis/solicitation (“synopsitation” hereafter), which is expected to result in award of a Firm Fixed Price contract for commercial items, Miniature Refrigerators, as described in the Performance Work Statement (attachment 1). The synopsitation is prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a proposal that (1) conforms to the requirements of the synopsitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor (attachment 2); and (3) that submits the proposal with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is fair and reasonable. The Government reserves the right to award without discussions or make no award at all depending upon (1) the quality of proposals received and (2) the price fair and reasonableness of proposals received.

Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). A detailed description of the requirement including a draft contract with line items, delivery schedule, period of performance, inspection and acceptance information, other terms and conditions, provisions and clauses, representations and certifications, specific instructions for submission of proposals,an explanation of how proposals will be evaluated, performance work statement, and wage determinations, are pvovided in the attached documents. Upon award, any provisions that were in the draft contract (including representations and certifications) will be removed from the award document. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2021-05.

Elevators available to contractor use for installation? No.



Interior / Exterior entry to actual rooms? There is exterior entry to nine (9) common areas per floor (27 total exterior entrance doors). There are four (4) actual dorm rooms per common area which require interior entry from the common area (quads).



Outside or inside stairwells? Outside.



Are permanent handrails in place & approved? Yes.



Access to rooms: require key or supervised entry? Supervised Entry.



Are units occupied? 85% are occupied.



How many units to be installed on each floor? 36



Is this a new construction or a remodel? N/A



Existing appliances to remove? Yes, all old refrigerators will need removed by the delivery team, relocated to an assigned facility 1 mile away and placed on pallets on base.



If existing, is the DRMO disposal area available on base? No.



Are units to be palletized for the DRMO? Yes.



Does the DRMO provide pallets or the contractor? Pallets are provided by 88 CEG/CEIHD. No banding is required.



How far away is the DRMO located? The nearest DRMO is in Columbus, OH which is 61 miles from Wright-Patterson AFB. Contractor will not be required to take the existing appliances to DRMO. All old refrigerators will need removed by the delivery team, relocated to an assigned facility 1 mile away and placed on pallets on base.



Is there parking lot access close to the building for unloading? Yes.



Is Trash disposal available on base? Yes.



If recyclable material only, what type is accepted? (Styrofoam, Corrugated, etc.…) N/A; the dumpsters are not recyclable material only.



Is warehouse space available for the staging of products during the installation process? Yes, but it will not be needed, as the warehouse is one mile away from the installation site.



Will other contractors be on site? No.



Base Access: Is prior approval required? Yes.



Base Access: Delivery Hours 0700 - 1500



Allowed time frame for the installation project? One (1) week.



Do units need to be on pallets? No, not when they are delivered. The existing appliances need to be placed on pallets and pallets will be provided.



Will there be a loading dock or does the truck need to have a lift gate to get the units unloaded? There will not be a loading dock at the installation site.



Will there be help available to unload units from the truck? No.
