This is a SOURCES SOUGHT request for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time.
This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine the following:
The interest and capability of small business, especially service-disabled veteran owned small business and veteran owned small business.
Whether the business source is a manufacturer or authorized distributor, verified by an authorization letter from the original equipment manufacturer; and
Size classification relative to the North American Industry Classification System (NAICS) code 339113 for the proposed acquisition.
The Department of Veterans Affairs, Network Contracting Office 10 is seeking potential sources for an Tonopen Avia, Model # ME23-0650, brand name or equal, to be provided for the Louis Stokes Cleveland VA Medical Center, 10701 East Boulevard, Cleveland, OH 44106-1702. All items shall be new; refurbished/used items are not acceptable.
Brand name or equal requirements:
Purchase of 10 Tonopen Avia, Model # ME23-0650 or equivalent.
Contractor shall provide Tonopen Avia, Mode l# ME23-650 or equivalent to Cleveland VA Medical Center. Tonopen shall be considered equal if it has the following salient characteristics:

This request covers the acquisition of Tonopen Avia, Model # ME23-0650. The contractor is responsible for the delivery of requested handheld tonometer and any compatible accessories. The VA Northeast Ohio Healthcare System is requesting the delivery of ten (10) Tonopen Avia s. We are requesting brand name or equal and have provided the characteristics of the requested Tonometer below under specific tasks. We request that the contractor be capable of providing Tonometer s that can either meet or exceed the salient characteristics of the requested type. We are requesting consideration to replace these items with the same model recently purchased and deployed in other areas.
The contractor shall provide the delivery of the requested Tonopens. In this section, salient characteristics are listed for the parent components of this request. The Tonometer s need to meet or exceed the parameters/salient characteristics listed below of the Tonopen Avia units requested:

No calibration required for use of maintenance
Ergonomic design
Simple one button operation
Enhanced IOP averaging technique with two measurement modes
Micro-strain gauge technology for less sensitive to corneal centration during testing and provides fast, accurate, and repeatable results with minimal operator bias.
Technician friendly
Gravity Independent so that it can be used in any position, making it easy to measure all patients, including those who may be confined to a wheelchair or bed
Large dual sided screens
Long-life battery
Use disposable, single-use, sanitized Ocu-Film and tip covers to protect Tono-Pen, prevent cross contamination, and easy application
