This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only.
- Background: The Air Force Research Laboratory (AFRL) Library Council, which serves all eight Air Force Research Laboratory (AFRL) technical directorates, and the Air Force Office of Scientific Research (AFOSR), requires an online scientific literature database that meets the laboratory’s mission to “lead the discovery, development, and integration of warfighting technologies for our air, space, and cyberspace forces.” The AFRL libraries support civilian, contractor, and military personnel; primarily scientists and engineers (S&Es) in this endeavor.
- Purpose and Objective: The Government envisions an annual subscription to required database(s), allowing for multi-site access and covering a broad range of content made available throughout the subscription period for a basic, one-year period. Details concerning individual database requirements are listed in Section 3, herein.

Project Requirements:
- Cover a broad range of science and engineering categories / topics.
- Electronic reference resource will provide access to full-text titles, primarily peer reviewed journals, books, and book series.
- Allow S&Es the ability to conduct research effectively and efficiently.
- Database(s) will be accessible through AFRL’s library website or intranet sites via the EZproxy authentication service.
- The ability to download HTML or PDF versions of documents for offline access in situations with degraded or no internet access.
- Enable users to create user accounts to establish alerts and save searches.
- Subscription shall provide access to multiple users via IP address (multi-user, multi-campus subscription).
