Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ (Request for Quote). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2023-02 (February 14, 2023).

This solicitation is full and open competition of brand name or equal commodities within the State of Ohio.

The associated North American Industrial Classification System (NAICS) code for this procurement is 334310, with a small business size standard of 750. The FSC/PSC is 5836.

The Dayton Veteran Affairs Medical Center, Dayton, Ohio is seeking to purchase Audio and Video Equipment, to include installation, for their Medical Conference Room.

Installation includes the following: This project entails a major upgrade to the A/V system in this room. The existing projector, wall mounted flat display, and equipment cabinet will be removed. A new 6200 ANSI Lumen laser projector with WUXGA (16:10) native resolution will project images on to the existing projection screen. Two new commercial 86 diagonal flat displays will be installed one on the wall on both sides of the projection screen. The sources for the displays will be a presentation receiver, an owner furnished Laptop docking station installed on top of a new equipment rack in the front of the room, and three owner furnished Cable TV tuners. Any source can be shown on any display in any combination. Source audio will be heard through six 2x2 ceiling tile replacement style speakers. A professional Bluetooth receiver will be installed that will allow audio from a device connected to it to be heard through the ceiling speakers at any time. An 10 diagonal wired table top control system touchpanel will be installed and custom programmed to make the A/V system in this room as easy to use as possible. A wall mounted docking station will be provided to store the touchpanel. This touchpanel will be located on top of the equipment rack with a tether and can be pulled out to the table for use when necessary.

A wall mounted HD Pan/Tilt Zoom camera will be mounted on the front wall and a wall mounted HD Pan/Tilt Zoom camera will be mounted on the rear wall. The USB video from these cameras will be connected to the Laptop docking station. Video from these cameras can be utilized by software on the Laptop such as Teams or Zoom; the video from the cameras can be sent to the Laptop individually or in a picture-in-picture fashion. Control of the cameras will be programmed into the control system touchpanel described above. Nine low profile beam-tracking microphones will be installed in the ceiling, and the USB output from these microphones will also be connected to the Laptop docking station to be utilized by software on the Laptop. Note that these microphones will pick up room audio only and will not provide audio reinforcement through the ceiling speakers.

An Option is shown in which a 2x2 ceiling tile replacement style speakers will be installed in the ceiling just outside this room. This speaker will broadcast audio being broadcast through the ceiling speakers in the room, and can be turned on and off via the control system touch panel.

An Option is shown in which a new 123 diagonal (16:10 Format) projection screen will be installed in place of the existing projection screen. This projection screen will match the aspect ratio of the projected image of the new projector and will automatically go Up or Down when the projector is turned off and on

Specific Tasks: Provide new laser Projector and 2 86 TVs (Support of Teams Meetings), Provide room mounted microphones and speakers throughout the room, one speaker outside conference room, amplifier, rack system, 2 wall mounted cameras, Bluetooth receiver, wireless touchscreen to control system from anywhere in the room.

Performance Monitoring:

Pulling and terminating all low voltage cables
Mounting and aligning the ceiling mounted projector and projection
screen
Mounting and wiring the speakers and microphone arrays in the
ceiling area
Mounting and wiring the wall mounted flat displays
Mounting and wiring the wall mounted HD USB cameras as described above
Mounting and wiring the wall mounted touchpanel docking station
De-installing the existing projection screen and installing the new
projection screen, if the Option is selected
Mounting all racked and non-racked equipment and terminating all
connections
Programming of the control system touch panel to control this A/V
system as described above
Start-up, test, adjust, and finalize all installation details

Delivery shall be provided FOB Destination with commodities to be received within 60 days after receipt of order (ARO). Freight over $250 must be pre-approved by the Contracting Officer. Installation will occur within 90 days after receipt of all ordered items and a point of contact for will be provided for scheduling of installation upon award.

Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government.

The award will be made to the response most advantageous and the BEST VALUE to the Government. Responses should contain your best terms, conditions.

Quoters shall list exception(s) and rationale for the exception(s), if any.

Submission of your response shall be received not later than 12:00 PM EST on September 25, 2023.

Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
