The U.S. Department of Energy (DOE), Office of Environmental Management (EM), Portsmouth/Paducah Project Office (PPPO), intends to negotiate a sole source 12-month extension from February 22, 2023 to February 21, 2024 and intends to issue a modification under the Feed Holding Agreement (FHA) purchase order with Louisiana Energy Services, LLC (LES), Purchase Order No. DE-EM0002122, by means of other than full and open competition (FAR 6.302-1). The anticipated award date of this contract extension is on or before February 21, 2023.
All responsible sources may identify their interest by submitting a capability statement in response to this requirement, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive quotes or proposals.
THIS IS NOT A SOLICITATION OR A REQUEST FOR PROPOSAL
The Government does not intend to pay for information provided in response to this publication. Written responses to this notice must be submitted No Later Than Close of Business, 4:30 PM EST, January 27 2023, and shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements to the Point of Contact listed below.
The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these immediate requirements.
THIS NOTICE OF INTENT DOES NOT CONSTITUTE A REQUEST FOR A FORMAL PROPOSAL OR A PRESOLICITATION NOTICE
The Portsmouth Gaseous Diffusion Plant (GDP) located in Portsmouth, OH requires a contractor to perform physical receipt, storage, and establish a uranium hexafluoride (UF6) holding account to facilitate transfers (Book and Physical Transfers) of UF6 from DOE to other entities.
The contractor shall be licensed to receive and hold DOE UF6 in accordance with all applicable laws and regulations, establish a UF6 holding account with DOE, provide accounting and reporting services for DOE's UF6 in contractor's possession and/or DOE's UF6 holding account which includes reporting into the Nuclear Materials Management & Safeguards System (NMMSS), conduct Book Transfers and Physical Transfers between DOE and other entities at DOE direction and provide access to DOE (or DOE representative) to perform required oversight.
