Sealed Bids for the construction of the Robinson Road Waterline Extension, WL #399G, will be received, by the Northwestern Water and Sewer District, at its office located at 12560 Middleton Pike, Bowling Green, Ohio 43402 until 11:00 a.m. (Local Time), Wednesday, April 19, 2023 at which time the Bids received will be publicly opened and read aloud.

The Project’s scope of work consists of extending approximately 1,865 L.F. of 6-inch waterline along Robinson Road (Washington Township, Wood County, Ohio). The work shall also include the installation of a fire hydrant, valves and water services including meter pits and restoration of disturbed areas.

Bids will be received for a single prime Contract.  Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

The Issuing Office for the Bidding Documents is: Northwestern Water and Sewer District, 12560 Middleton Pike, Bowling Green, Ohio (419) 354-9090, ext. 174 (Tom Stalter, P.E., Mgr. of Engineering; tstalter@nwwsd.org ).  Prospective Bidders may examine the Bidding Documents at the Issuing Office  Monday through Friday between the hours of 8:00 a.m. until 4:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office as described below.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment (non-refundable) of $50.00 for each set.  Checks for Bidding Documents shall be payable to the “Northwestern Water and Sewer District”.  Upon request and receipt of the document payment indicated above, the Issuing Office will transmit the Bidding Documents via delivery service.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents.  Partial sets of Bidding Documents will not be available from the Issuing Office.  Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

All bids must be signed and submitted on the blanks which are bound in this booklet.  Bids must state the unit prices in the blanks provided and be enclosed in a sealed envelope marked-Robinson Road WL Extension, WL #399G and addressed to the Northwestern Water and Sewer District, 12560 Middleton Pike, Bowling Green, Ohio 43402.

The bid guaranty may be of two forms:

1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.)
2. A certified check, cashier’s check or letter of credit in favor of the Northwestern Water and Sewer District in the amount of 10% of the bid.  If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond.

After the award of the contract led by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent person property taxes in Wood County, Ohio.

The successful bidder will be required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio.

The Northwestern Water and Sewer District may reject any or all bids on any basis and without disclosure of a reason.  The failure to make such a disclosure shall not result in accrual of any right, claim, or cause of action by an unsuccessful bidder against the District.  The Board of Trustees reserves the right to waive any irregularities in the form of a bid that does not affect or destroy competitive bidding.  In no case will an award be made until all necessary investigations are made as to the qualifications of the bidder to whom it is proposed to award a contract.

No bidder may withdraw its bid for a period of sixty (60) days after the scheduled closing time for the receipt of bids.

The estimated cost of construction is $230,347.50.
