The City of Upper Arlington, Ohio is requesting proposals for contracting utility locate markings for municipal-owned water (mains and services), storm sewer, sanitary sewer (mains and service laterals), fiber optic cable, electric (street lighting/traffic control) facilities.

Question

What is the clear percentage on all tickets you receive? Clearing tickets may be due to "no conflict" or utilities being aerial; but just wandering what percentage your team would actually mark/paint a ticket vs clear any tickets.


Answer Over the last two years, we have averaged marking approximately 60% and clear approximately 40%

Question
Will you provide volumes by "Description"(Screened Ticket, Utility Locate/Site Visit, After Hours Emergency Response) as defined in the RFP?
Answer Screen 100% of tickets to identify if it can be marked as “no conflict” or determine if a site visit is needed. Over the past 2 years we received approximately 35 after-hours emergency response tickets. Some examples of these emergency tickets are ranging in severity from gas or water breaks to things like planting trees and installing party tents.

Will the City allow a “limitation of liability?” For example, will we be allowed to contractually limit our liability per damage occurrence or limit our total liability to 10% of the annual contract value?

Will locate vendor be compensated for not-at-fault damage investigations?
Answer No. It is assumed that if there is a damage investigation, the City will play an active role in that investigation.

What % of tickets are required to be audited on a daily/weekly/monthly basis?
Answer

The City of Upper Arlington does not have a set requirement on ticket audits. The City will periodically perform audits to ensure the work is being performed. Vendors should document in their proposal their auditing percentage and process for review.

Will the locating vendor receive all tickets directly from the One Call Center during the term of the agreement?
Answer Yes. Irth UtiliSphere is the name of the program which the tickets will be managed.

Answer

Since the locates are currently performed in house, we have not tracked costs per repair.

How often are updated prints/maps issued?
Answer We update GIS continuously when new information is found. Any new as-builts will be provided when available.
