NOTICE TO BID DERS Sealed bid s will be received by the Board of Trustees of the Township of Steubenville in the county of Jefferson, State of Ohio, in their office at 25 Smithfield Street (a.k.a.
State Route 151), Mingo Junction, Ohio, 43938 until 6:15 p.m. on Tuesday, January 19, 2021 for the Steubenville Township Road 135A, Burr Avenue Road Slip Project Plans and specifications for the work can be obtained at the office at 25 Smithfield Street (a.k.a.
State Route 151), Mingo Junction, Ohio, 43938 weekdays between the hours of 7:00 a.m. and 3:00 p.m. Call Trent Mayle at 740-632-6788 to make arrangements for picking up the plans and specifications.
SEALED BID S MUST BE SUBMITTED IN TWO (2) COPIES All bid s must be accompanied by a BID GUARANTY in the form of (1) A Certified Check, or Revocable Letter of Credit pursuant to Chapter 1305, ORC, in an amount not less than ten percent (10%) of the total amount of base bid plus all alternates; or (2) a Bid Bond drawn upon an acceptable Surety Company, for the full amount of the bid plus all alternates, one hundred percent (100%) of the bid , both forms of guaranty as provided in Chapter 153 of the Ohio Revised Code.
The bid guaranty shall be made unconditionally payable to the Steubenville Township Board of Trustees.
All bid s guarantees shall be conditioned that if the bid is accepted within sixty (60) days of the bid opening, a proper contract shall be executed and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award the bid der and the surety on any bond shall be liable to the Township in an amount not to exceed ten (10%) percent of the bid .
The successful bid der, upon receipt of the Notice of Acceptance of the bid , must furnish a Performance Bond in an amount on one hundred (100%) percent of the Contract amount, to the Steubenville Township Board of Trustees, said bond to be unconditionally payable to the Board of Trustees.
Said bond to be hat of an approved Surety Company authorized to transact business in the State of Ohio, and shall be underwritten be a Surety that is listed on the current Department of the Treasury Circular 570, "Surety Companies Acceptable on Federal Bonds" Pursuant to Ohio Revised Code Section 9.24 it is now mandatory that prior to awarding of contracts for goods, services or construction for Steubenville Township, a search must be made on the FINDING FOR RECOVERY DATABASE of the Auditor of the State of Ohio, to determine if a prospective successful bid der has a finding against it for non-payment of an obligation to the State of political subdivision thereof.
Upon rejection of any bid , the Bid guaranty shall forthwith be returned to the unsuccessful bid der, upon the acceptance of a bid , the bid guaranty shall be returned to the successful bid der upon the proper execution and securing of the Contract.
Each individual employed by the Contractor or any Sub-Contractor and engaged in work on the project under this Contract shall be paid the Prevailing Wage established by the Department of Industrial Relations on the State of Ohio.
This shall occur regardless of any contractual relationship which may be said to exist between the Contractor or any Sub-Contractor and such individual.
Each bid submitted must have a copy of a current Equal Employment Opportunity (EEO) Certificate of Compliance as evidence that this contractor is certified by the State Equal Employment Opportunity Coordinator.
Each bid must also comply with the Affirmative Action requirements as stated in the bid documents.
The Non-Collusion Affidavit of Prime Bid der must be completed and submitted with all bid s.
All bid ders shall pay particular attention to the rules and regulations of the EQUAL OPPORTUNITY POLICY, and to the AFFIRMATIVE ACTION PLAN, throughout the term of the project.
No bid der may withdraw his/her bid during a period of sixty (60) days after the date of the bid opening.
All bid must be identified by marking a sealed envelope - Year 2020 Steubenville Township Road 135A, Burr Avenue, Slip Repair Project.
If, in the opinion of the Steubenville Township Board of Trustees, the acceptance of the lowest and best bid is not in the best interest of all concerned, the Steubenville Township Board of Trustees may accept another bid so opened.
The Steubenville Township Board of Trustees, reserves the right to accept or reject any and all proposals and to wave all informalities.
The Steubenville Township Board of Trustees, may reject any and all of the bid s on any basis and without disclosure of a reason.
The failure to make such a disclosure shall not result in accrual of any right, claim or cause of action by an unsuccessful bid der against the Steubenville Township Board of Trustees.
