This is a presolicitation synopsis in accordance with FAR subpart 5.2. This notice is not a Request for Proposal (RFP), nor is it to be construed as a commitment. This is being released as a draft RFP with the ability for industry to provide input and suggestions to the government on the process/format of this requirement. Questions can be submitted to the Contracting Officer, Jane Hartkemeyer, at jane.hartkemeyer@us.af.mil and the Contract Specialist, Megan Porter, at megan.porter.5@us.af.mil; however, the government does not guarantee responses to questions submitted to this presolicitation notice.

The proposed contract action is to provide the Air Force Life Cycle Management Center, Architecture & Integration Directorate (AFLCMC/XA) with additional contractors to the existing XA multiple award Indefinite Delivery Indefinite Quantity (MAC ID/IQ) contract to fulfill requirements within three categories as listed in the Statement of Work (SOW): Capability Development/Development Planning, Synthetic Environment Development, and Systems Development. Qualified vendor pools will be established for each category and future requirements will be competed within the appropriate category in accordance with the procedures outlined in FAR 16.505(b). Contractors may submit a proposal for one, some or all of the Statement of Work (SOW) categories. The ordering period for the MAC ID/IQ will be ten years from the date of contract award.

This will be conducted as a full and open competition; all responsible sources may submit a bid, proposal or quotation which shall be considered by the agency.

The solicitation along with requirements documents will be released on or after 31 January 2023.
