The purpose of this solicitation amendment is to provide answers to vendor questions. Please see below.
On the walkthrough, it was identified that the responsibility of coordinating any service disconnect via the utility falls on the awarded contractor. Considering contractor s normally don t handle service disconnection for an the end-user, will you please provide the process for how this will need to be executed? Additionally, will you please identify any costs (if any) for service disconnection since this will be taking place off normal business hours, or on Fri/Sat? A onetime initial utility disconnect and reconnect must be coordinated with AEP and paid by the contractor. VA will approve this service. Â After the initial disconnect and reconnect for preventive maintenance (PM) on the Digitrip and Disconnect Gear at the main feed, VA Engineering staff can perform shut downs without any charge to the contractor.

Please confirm whether or not 480v single phase power will be provided for primary injection testing. 480V, 1Ø will be provided for primary injection testing.

Transformer of 500KVA or larger shall be cleaned interiorly, inspected for sign of overheating with an infrared thermal detecting equipment and inspected for any damages to the housing, connection points, or insulation.

Dry type transformers must be thoroughly cleaned, both interior and exterior, and inspected for overheating with infrared thermal detecting equipment.

Electrical equipment (including, but not limited to Automatic Transfer Switches (ATS) switchgears, switchboards, distribution panels, motor control centers, and all related components) are required to be inspected, tested, maintained, and/or calibrated as follows:
INSPECTED, TESTED, MAINTAINED, AND/OR CALIBRATED AS FOLLOWS BUT NO TESTING IS SPELLED OUT BELOW BESIDES GROUND FAULT DEVICES? - SEE ATTACHMENT #2, All testing will follow ANSI/NETA MTS-2019 SECTION 7.0 THRU 8.0
Calibrate and maintain adjustable protective relays.
HOW MANY AND WHAT TYPE ARE THEY? - 1- MV main Eaton relay energy center MV Schweitzer relays all others 480 volt and under are square-d and Eaton/ cutter-hammer. As well this is covered under attachment #2, also please see equipment list document in original solicitation.
Full testing shall be performed for all breakers rated above 200 Amps throughout the facility.
FULL TESTING WOULD ASSUME PRIMARY INJECTION TESTING ON DRAW OUT BREAKERS AND SECONDARY INJECTION TESTING OF BOLT IN BREAKERS AS A VA STANDARD? MEDIUM VOLTAGE BREAKERS, SWITCHES, ATS UNITS HAVE NO DEFINED TESTING STANDARD. INFRARED AND CLEANING WOULD BE ASSUMED UNDER THIS SCOPE? DIGITAL RELAYS WOULD NOT BE PART OF THIS SCOPE. WE RECOMMEND INJECTING VOLTAGE/CURRENT AND OPERATING OUTPUTS AS A MINIMUM FOR MICROPROCESSOR BASED RELAYS - SEE ATTACHMENT #2 All testing will follow ANSI/NETA MTS-2019 SECTION 7.0 THRU 8.0 All breakers 400 amp and above will be primary injection weather bolt in or draw out type.
