Description

The Air Force Life Cycle Management Center, Base Support Branch (AFLCMC/PZIBB) at Wright-Patterson Air Force Base (WPAFB), OH intends to award a sole source contract to:

This requirement is for the following:

Quantity: 1



The contract will be a Firm Fixed Price (FFP) Commercial Purchase Order and carried out as a sole source action (not competitively awarded). The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304 (c) (1), as implemented by FAR 13.106-1(b). This authority is supported by an approved Single Source Justification. The applicable NAICS code is 334515, Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, and the size standard as defined by the U.S. Small Business Administration is 750 employees.



The Air Force Institute of Technology (AFIT) is seeking to acquire one (1) high speed data acquisition and control system to support Advanced Concepts Propulsions and Power Research. The system should be capable of 32 Channels simultaneously @ 2 megasamples/sec, with 8 channels bridgeable analog input, 144 channels of other input, isolated analog output, 32 channels of thermocouple input, 64 channels of relay output, controllers memory, terminal blocks, connectors, and power supply. In addition to the above requirements, the system should be fully compatible with current National Instrument LabView programs to allow the USAF to leverage prior investment and knowledge in prior data acquisition and control programming.



Most of the research, data acquisition/control system equipment and software, used at AFIT/ENY, is based upon National Instrument PXI systems. AFIT researchers are familiar with both the hardware and software of National Instrument LabView which has specialized programs written in the code that is compatible with the modules and suitable for this type of research. This purchase is compatible with hundreds of dollars of hardware and thousands of man hours of specialized programming. In addition to the cost of adapting to new hardware, there would be hundreds of thousands of dollars in training, software licenses, new software development, as well as required user training if this requirement was not procured through NI.



THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 12 January 2023, 1000 EST will be considered by the Government. This notice is not a request for competitive proposals/quotes.
