Only one responsible source and no other supplies or services will satisfy agency requirements.

USDA Forest Service, Northern Research Station intends to award a sole source award to Holden Arboretum to procure research specialist who have been on previous partnership agreements for an ongoing research program for the USDA Forest Service.

This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 6.302-3(a)(2)(ii), to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.

Interested parties may identify their interests and capability to respond to this requirement by July 29th, 2022 at 0700 (ET). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.

Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
